UPDATE:
Partial Extension on EPA RRP Requirements
The EPA has provided supplemental guidance on the enforcement of the
Renovation, Repair, and Painting Rule (RRP Rule), recently announcing
that it is providing renovation firms and workers additional time to
obtain
training and certifications to comply with the new lead rules. EPA will
not take enforcement action for violations of the rule's firm certification
requirement until October 1, 2010, and will not enforce certification
requirements against individual renovation workers if they apply to
enroll in certified renovator classes by September 30, 2010 and complete
the training by December 31, 2010. EPA is taking this step because of
concern that contractors in some areas of the regulated community may
be having difficulty accessing training classes.
Even with the additional time to certify firms and obtain training,
EPA will enforce against renovation firms and individuals that do not
comply with the RRP work practices and associated recordkeeping requirements.
The lead-safe work practices include dust control, site clean up and
work area containment. It is important that contractors take proactive
steps to protect children, families, and themselves while they take
the training and file the appropriate paperwork.
At present, almost a million children have elevated blood lead levels
as a result of exposure to lead hazards, which can lead to lower intelligence,
learning disabilities, and behavior issues. Adults exposed to lead hazards
can suffer from high blood pressure and headaches. EPA has eliminated
the so-called opt-out provision because improper renovations in older
homes can create lead hazards resulting in harmful health effects for
residents and visitors in these homes. The result will better protect
children and adult occupants during and after renovation, repair and
painting projects.

Careers
in Construction Expo
October 7th - Volunteers Needed
PHCC of the Redwood Empire is pleased to announce it will join the NCBE
in the 2010 Careers in Construction Expo to be held at the Santa Rosa
Veterans Memorial Building on October 7th. Last year's event hosted
over thirteen hundred high school and middle school students from Sonoma,
Lake, and Mendocino counties, providing them with a comprehensive overview
of opportunities available within the trades.

GreenPlumbers
at WaterSmart Innovations 2010 Convention
WaterSmart Innovations Conference & Expo will be held October 6
8, 2010 at the South Point Hotel & Casino in Las Vegas, NV.
Contractors from all over the country will be there to educate themselves
in water conservation and emerging technologies. In addition, all five
GreenPlumbers workshops will be offered during the week from Monday,

Apprenticeship Training Program
The PHCC Educational Foundation's new online program for plumbing is
designed for students who cannot attend traditional classroom-based
programs. The course, which meets U.S. Department of Labor requirements
for apprenticeship-related instruction, includes four years of coursework
that is supplemented by on-the-job training with the employer. Course
content includes reading and drawing assignments, discussion boards

GreenPlumbers®
& ETP Training
GreenPlumbers® is an innovative training and accreditation
program that assists plumbers in understanding their role in the environment
and public health.
The organization's goal is to train and deploy thousands of residential
and commercial green plumbers to promote the benefits of
water conservation and the reduction of GHG emissions. The focus is
on changing consumer and plumbing behavior through the use of energy
efficiency and water saving technologies.
GreenPlumbers® works with the plumbing industry, utilities,
and water agencies to implement the GreenPlumbers® program. The
training consists of a five-part accreditation in environmental and
technical issues including Climate Care, Caring for our Water, Solar
Hot Water, Water Efficient Technology, and Inspection Report Service.
GreenPlumbers® is working with the State of California Employment
Training Panel to offer its training to companies that qualify under
ETP eligibility rules. See the qualifications below; if your company

Q U A L I F I C AT I O N S
Your company must meet the following qualifications to enroll your team
in an ETP provided GreenPlumbers® course:
1. Your company must be registered in the state of California
2. Your company must have an EIN number (8 digits)
3. Your company must pay your team members the following wages: CA state
wage minimum for this type = $23.69/per hour or more.
4. You must provide the SSN for each team member you plan to send to
training, as well as other information such as date of hire, ethnicity,
and age for tracking purposes.
5. You are obligated by law to pay your team members for their training
time.
As you can see, there are a number of requirements, but the benefit
is FREE training for your team. This is a savings of $175 per course,
per team member!!!

Educational Foundation Announces Release
of Revised Home Study Plumbing Apprenticeship Program
As the plumbing industry continues to experience shortages in the labor
pool, many contractors are looking for alternatives to maintain a competent
workforce. While instructor-based apprenticeship programs are the often-preferred
method of training, in many cases, it is simply not an option for would-be
apprentices. To address this need, the PHCC Educational Foundation is
revising its Plumbing Home Study Apprenticeship Program.
The four-year program is based on the PHCC Educational Foundation's Plumbing
Apprenticeship Program, which is being updated. The first-year home study
manual is now complete, and revisions are under way for the second through
fourth year of the program.
“The ability to work at home at their own pace is very appealing
to the non-traditional student, who usually is unable to attend traditional
classes because of distance or personal circumstances,” said PHCC
Educational Foundation Director of Apprentice and Journeyman Training
Merry Beth Hall. “We've seen an increase in the number of students
enrolling in the home study program, and expect an even larger increase
now that the program is being updated. As a result, more skilled workers
will be available to the industry.”
The first-year program includes a copy of the newly revised first-year
PHCC Educational Foundation Plumbing Apprentice Student Workbook, as well
as tests and other support materials to assist the student in learning.
Students work at their own pace, reviewing the text and taking tests when
ready. The students complete the tests on paper, and then mail them in
for grading. Test results are mailed back to students.
PHCC Educational Foundation staff administers the program, grading tests,
tracking results and keeping supervisors informed about the apprentice's
progress. Free technical assistance is available for questions the student
can't answer with the help of their sponsor.
